研究テーマResearch Theme
私は、現在、相互に関連する二つの研究テーマに取り組んでいます。第一に、東アジアの安全保障共同体論、第二に、CSCEプロセスの再考です。第一の東アジアの安全保障共同体論についてですが、アジアでは昔ながらの勢力均衡型の国際政治システムの上に、絶え間ない軍拡競争が展開されています。勢力均衡システムの上に築かれた脆くて不安定な平和に代わって核兵器なき安定した平和の構築にはどのような方法があるのだろうか。こうした関心に基づいて、まず軍事化する東アジアの国際関係の構造を分析するとともに、東アジア地域における信頼醸成を阻む要因について、また経済相互依存関係が安全保障共同体へと発展するのを阻む要因について、研究しています。
第二に、以上のテーマを研究する上で、私はCSCEプロセスの再考についても並行的に研究を進めています。冷戦を終結させることに主要な役割を果たした欧州安全保障協力会議（CSCE）プロセスと呼ばれる多国間協力を再考しています。CSCEプロセスの経験から何が学べるのか、CSCEプロセスと呼ばれる多国間安全保障協力は東アジアの国際政治システムの改革に役立つのか、こうした視点からCSCEの再考を試みています。
I am currently working on the problems of security community building in North East Asia. International peace in North East Asia is built on a fragile balance of power systems. In Asia, security architecture is organized through bilateral security alliances (or hub and spokes relations). There is no regional international peace and security institution in the sense that they conceive themselves to be bound by a common set of principles in their relations with one another, and so should be subject to certain limitations in exercising force against one another.
I am working on a study of the CSCE process, which is considered to have contributed a lot to the change and democratic transformation of the divided Europe. Postulating that the study of the CSCE process is relevant to any discussion of confidence building and security building, I am working on the CSCE process to find a means of changing the international system in North East Asia.
