5. Abstract of the Lecture and Profile of the Speakers
(1) Shota Moriue (Lecturer, Hiroshima Peace Institute (HPI), Hiroshima City University)
Theme: "Hiroshima Peace Memorial City Construction Act 1949"
Abstract:
This lecture explores the significance of the Hiroshima Peace Memorial City Construction Act, enacted on August 6, 1949, and its role in shaping Hiroshima’s postwar recovery. I will explain how the law formally designated Hiroshima as a “Peace Memorial City” and enabled special national support for reconstruction, urban planning, and land readjustment. Through these measures, Hiroshima rebuilt its physical infrastructure, developed peace-related facilities, and laid the foundations for becoming an international center for peace.
Profile:
Born in Hiroshima city. After working at the Legislative Bureau of the House of Representatives (during which he also served as a Visiting Fellow at Clare Hall, University of Cambridge), he held positions at the Hiroshima City Hall and the Ministry of Foreign Affairs. He holds a Juris Doctor degree from the University of Tokyo School of Law and a Ph.D. in Peace Studies from Hiroshima City University. His publications include: Mikan no Heiwa Kinen Toshi―Hiroshima Heiwa Kinen Toshi Kensetsu Hou no Kiseki to Tembo (The Incomplete Peace Memorial City―The History and Prospects of the Hiroshima Peace Memorial City Construction Law) published by Ronsosha in 2024.
