研究テーマResearch Theme
専門分野は国際法で、なかでも軍縮・不拡散について研究をしてきました。博士論文のテーマは大量破壊兵器不拡散のための輸出管理でした。グローバル経済のなかで様々なアクターの経済・安全保障関係が複雑に絡みあう国際社会の現状において、「これが正しい輸出管理のやり方だ」という客観的な正しい答えを今の人類は持ち合わせていません。そのため、実体法だけではなく、手続法の観点から、国連等での意思決定過程と実際の輸出管理を実施する過程を適正なものにする、つまり「法の適正過程」によって複雑な利害調整を適正化しようとしているのが国際社会の現状であると考えています。
上記を敷衍すれば、平和に至るためにはどのような過程を経ればいいのか、ということをこれからも考えつづけたいですし、学生の皆さんとも考えていきたいと思っています。
I study international law, with a particular focus on disarmament and non-proliferation. My doctoral thesis was on export control for the non-proliferation of weapons of mass destruction(WMD). The international community is currently pursuing to ensure due process of export controls from the perspective of procedural law in addition to substantive law, i.e. to optimize and legitimize the complex coordination of interests through ‘due process of law’.
I would like to continue to dig into challenges on what kind of process should be gone through to achieve peace by myself and with students.
大学生の皆さんへMessage to Students
第2代国連事務総長Hammarskjöldは、「国連は人類を天国に連れていくためではなく、地獄から人類を救うために創設されたと言われきました。この言葉は、国連の本質と私たちが国連を支援する際の心構えを、私がこれまで聴いた言葉の中でもっともよく表していると思います」と述べています。彼の言葉を借りるなら、平和学研究は人々を地獄から救うために、国連やその他の平和を実現しようとする関連する活動を支援するものといえるでしょう。
広島で平和を学ぶ私たちは、人々が何に苦しみ、何に悩んでいるのかを掘り下げ、ほんのひとかけらでも平和に関する真実を発見し、世の中に示すという学問的使命を担っていると思います。そのために、皆さんには、過去に地獄を体験した人、今地獄を体験している人、これから地獄を体験するかもしれない人、そしてその人たちを支え、救おうと努力しているあらゆる人の悩みと言葉に耳を傾けてほしいと思っています。彼らの言葉や考え方は、Hammarskjöldの言葉以上に平和に関する貴重なヒントを必ずや与えてくれるはずです。
学問的な活動は、時に「目的地のない旅」のように感じられ、単なる時間を浪費、むしろ苦痛しかないのではないかと思うことさえあるでしょう。しかし、カール・ヤスパースも述べているように、「目的地を知らない人こそが最も遠くまでいける」はずです。最初は目的地が見えなくとも、平和を学問することへの責任を感じながら、一歩一歩皆さんと一緒に歩んでいけることを心から楽しみにしています。
The second Secretary-General of the United Nations, Dag Hammarskjöld, gives us a valuable clue on peace: “It has been said that the UN was created not to take humanity to heaven but to save humanity from hell. I think that sums up as well as anything I have heard both the essential role of the United Nations and the attitude of mind that we should bring to its support.” If I am allowed to borrow his words, our peace study should bring to your support to the United Nations and other relevant activities to save people from hell.
Then, we, who study peace in Hiroshima, assume an academic mission to get a tiny piece of truth on peace, by digging into what relevant people are suffering or struggling with. Throughout your research, I hope, you listen attentively to those who have experienced hell in the past, those who are experiencing it now, those who may experience it in the future, and those who support or endeavor to save these people. Their words and ideas would give us a valuable clue on peace, even more precious than Hammarskjöld’s words, and would have a tremendous influence on our mind and landscape for peace.
Sometimes, academic activities seem like a journey without a destination, only wasting your time or even causing pain. But do you know who can go the furthest? Karl Jaspers says the answer is: those who do not know where they are going. I really look forward to accompanying you all step by step, without any specific destinations but with a deeper sense of responsibility for peace.
