概要

本研究プロジェクトは、ミャンマーにおいて2015年10月、国内の16の民族武装グループのうち8つが全国規模の停戦合意に署名したことで始まった民族和平プロセスの進展を記録することを目的としています。特に、アウン・サン・スーチーが率いて2016年4月に政権を握った国民民主連盟(NLD)主導の政府の業績と挫折に焦点を当てます。政権発足以来、和平プロセスは大幅に後退しており、ラカイン州西部とシャン州北部では戦闘が激化しています。

2020年11月に5年の任期が終了し新政権の選出が始まるため、今年は現政権にとって特に重要な年です。したがって、選挙が和平プロセスに与えた影響の検証が課題となります。計画には、交渉プロセスに深く関与した上層部への広範な聞き取りなど、ミャンマーでの現地調査が含まれます。

研究の成果は、国際的な学術誌へ掲載される予定です。

Charting the Myanmar Ethnic Peace Process

Overview

This project is meant to document the progress of the ethnic peace process that began in Myanmar in October 2015 with the signing of the Nationwide Ceasefire Agreement by 8 of the 16 ethnic armed groups in the country. It is specifically focused on the achievements and setbacks of the National League for Democracy (NLD)-led government that is headed by Aung San Suu Kyi and came into power in April 2016. Recent evidence indicates a significant deterioration of the peace process with widespread conflict in the northern Shan states and Rakhine state.

This is an especially important year for the current government since its 5-year term expires in November and the country proceeds to elect a new government. Hence a corollary question is whether the electoral process has impacted on the peace process. The methodology for the research involved a field trip to Myanmar and extensive interviews with individuals deeply involved in the negotiation process.

The outcome of the research will be published as an international journal article.
