4. 講演の概要
日本は、これまでカンボジア、東チモール、アチェ（インドネシア）、ミンダナオ島（フィリピン）などにおいて、平和構築に向けた様々な活動をしてきた。例えば、カンボジアと東チモールでは、国連平和維持活動（UNPKO）の一環として自衛隊を派遣し、アチェやミンダナオ島では、津波後の救済措置や人道支援を行った。また、今はミンダナオ島和平実現のため、イスラム諸国会議機構所属のマレーシア、ブルネイ、リビアとともに国際監視団（IMT）のメンバーを務め、英国、トルコとともに国際コンタクト・グループ（ICG）の一員でもある。
今回の講演でア氏は東南アジア平和構築における日本の努力、貢献、そして、その限界について評価・解説した。
5. ラム・ペン・ア氏の略歴
シンガポール国立大学東アジア研究所上級研究員。シンガポール国立大学卒業後、コロンビア大学にて博士号（政治学）取得。シンガポール国立大学政治学部講師を経て現職。専門は日本の安全保障政策、日中関係、東アジア国際関係等。東京大学客員教授や日本国際問題研究所での特別研究員の経験もあり、現在防衛研究所に特別研究員として勤務・滞在中。近刊に、Japan's Peace-building Diplomacy in Asia (Routledge, 2009）がある。

4. Abstract of the forum
Japan has acted as a peace builder in Cambodia, East Timor, Aceh and Mindanao. In the first two cases, Tokyo dispatched the Self Defense Forces for UNPKO and in the third case humanitarian assistance and disaster relief after the tsunami in Aceh. Japan is presently a member of the International Monitoring Team along with the Organization of Islamic Conference countries of Malaysia, Brunei and Libya, and also a member of the International Contact Group together with Britain and Turkey to seek peace in Muslim Mindanao. This talk will assess Japanese efforts, contributions and limitations at building peace in Southeast Asia.
5. Profile of Dr. Lam Peng Er
Senior research fellow at East Asian Institute, National University of Singapore. After graduating from the National University of Singapore and Australian National University, he obtained his PhD in Political Science from Columbia University. His research interests are Japan's peace-building efforts in Asia and Africa, Sino-Japanese relations and Japan-Southeast Asia relations. He is currently a visiting fellow at the National Institute of Defense Studies (NIDS), Tokyo for 4 months and has just published a book entitled Japan's Peace-building Diplomacy in Asia (London and New York: Routledge, 2009).
