広島平和研究所では、下記のとおり研究フォーラムを開催しました。

4. 講演の概要
 現在、日朝国交正常化に向けての日朝関係は、拉致問題の解決を中心に行われている。北朝鮮は特別調査委員会を設置して、拉致問題の解決のために誠意を見せている。しかし、このような北朝鮮の調査内容(調査結果を含む)がどこまで信用できるか、さらに、北朝鮮の本当の狙いが何かを把握することは非常に難しい。講師は、長年、北朝鮮問題について現場で取り組んでおり、北朝鮮との直接交渉の経験を持つ。その経験を活かし、今回のフォーラムでは、今後の日朝関係の展望について考察する。

5. 厳鍾植氏の略歴
 1959年韓国ソウル生まれ。ソウル大学大学院行政学修士号取得。1982年行政考試合格後、統一部入部。1992年より、総理秘書官、統一政策企画課長、南北交流協力総括課長を経て、2004年北東アジア時代委員会局長、統一政策企画官、2008年には大統領室外交安保首席室統一秘書官、2010年には統一部次官を務め、2014年より現職。朝鮮半島の統一問題だけではなく、6者協議政府代表などを務め、北朝鮮の核開発問題、拉致問題、人権問題等に関して詳しい。

4. Abstract of the forum

In negotiations to normalize diplomatic relations between Japan and North Korea, one of the major issues today is to solve the abduction problem. So far, setting a Special Investigation Committee on the alleged abductees, North Korea has demonstrated their sincerity for the solution. However, it is extremely difficult for us to learn their credibility of the survey content including the results, and grasp their ulterior motive. The speaker has been dealing long with the North Korean issues on the spot, and had experiences of direct negotiation with North Korea. Based on his expertise, in this forum, Um Jong-Sik will examine the future prospect on the Japan-North Korea relationship.

5. Profile of Um Jong-Sik

Um Jong-Sik was born in Seoul and graduated from Yonsei University with BA (1981) and Graduate School of Public Administration in Seoul National University with MA (1983). He studied in Asian Pacific Studies Institute of Duke University of USA as a visiting scholar and in Korea National Defense University.

He worked for the Ministry of Unification for almost thirty years, as Director General of Policy Planning, Presidential Assistant for Unification, Deputy Assistant Minister of Inter-Korean Dialogue and Vice Minister (2010-2011). And he was a member of delegation of Inter-Korean Talks and 6-party talks for North Korean nuclear problem. Thus, much of his considerable experience and expertise with North Korea extends into such issues as abduction, nuclear development and human-rights.
