本の概要
今日、世界各地で自由と民主主義が後退しつつある。アジアでは、不自由な国が増加する一方で、軍事的な緊張関係も高まっている。特に北朝鮮の核開発に伴う朝鮮半島の危機、及び中国の軍事大国化と中台関係の危機の高まりで、東アジアは文字通り危機的な状況下にある。
アジアは今、核なき平和を必要としている。それは平和と人間の安全保障が共に実現される核なき平和でなければならない。なぜならば平和と人間の安全保障は必ずしも両立するとは限らないからだ。それでは、人間の安全が保障される自由で民主的なアジアの平和創造の課題とは何か。本書はこうした問題関心に基づくものである。
本書が、核開発に走るアジアの国際関係の構造と核開発国の国家ガバナンスの関係性を問う手がかりとなり、また国際平和と人間の安全保障を両立させるアジア平和地帯を実現する手立てを考察する一助となることを期待する。なお、本書は、今から3年前に広島平和研究所が編集した『アジアの平和と核――国際関係の中の核開発とガバナンス』（共同通信社、2019年2月）の続編である。同書を合わせて参照していただきたい。

Book Description
Liberty and democracy are in decline around the world today. In Asia, the number of non-free countries has been increasing and military tensions are rising. The nuclear crisis on the Korean Peninsula, strong Chinese military power, and the tension between China and Taiwan are some examples that show the dangers of the present situation.
It is necessary to construct peace without nuclear weapons, and both peace and human security should be realized in the free and democratic societies in Asia. How can that be achieved? This book is based on that question and provides important information and views to understand both the structure of international relations in nuclear-developing countries and their national governance. This book also seeks to contribute towards the construction of an Asian peace zone with international peace and human security.
This book is a sequel to Peace, Nuclear Weapons and Governance Issues in Asia [Ajia no Heiwa to Kaku] (Kyodo Tsushin Sha, February 2019), edited by the Hiroshima Peace Research Institute. We would like to recommend that you also refer to this previous work.
