4. 講演の概要
 これまで核兵器のない世界の実現に向けた多くの提案がなされてきました。しかしながら、これらの提案は、包括的核実験禁止条約やカットオフ条約の発効、米露の戦略核兵器の更なる削減、核兵器の先制不使用、核兵器使用緊急態勢のレベル軽減など、核兵器廃絶に向けた個別的な取組に過ぎません。こうした取組と異にするアプローチが、「核兵器禁止モデル条約」です。モデル条約は、IALANA(国際反核法律家協会)、INESAP(核拡散に反対する国際科学技術者ネットワーク)、IPPNW(核戦争防止国際医師会議)の三つのNGOによって1997年に起草、2007年に改訂され、核兵器廃絶の実現に向けて、15年にわたる5段階の包括的な取組を提案しています。コスタリカとマレーシアによって、国連にも提案されています。また、一昨年10月、潘基文国連事務総長は、核軍縮に向けて、関係国にモデル条約を検討するよう言及しました。
 今回のフォーラムにおいて、ハーゲン氏は、「核兵器禁止モデル条約」の重要な条項など、その概要を紹介する一方で、現在の核不拡散・核軍縮体制と比較しながら、核兵器廃絶に向けたアプローチにおける、モデル条約の優位性について解説しました。

5. レギーナ・ハーゲン氏の略歴
 2001年から2009年まで、INESAP(核拡散に反対する国際科学技術者ネットワーク)コーディネーター。現在はINESAP、IANUS(Interdisciplinary Research Group Science, Technology and Security)、IPPNW(核戦争防止国際医師会議)などのコンサルタント。専門は核軍縮、ミサイル防衛、宇宙軍備など。今年5月のNPT再検討会議には、ドイツから約30人の代表団を編成し参加予定。

4. Abstract of the forum (by Ms. Hagen)
Many proposals have been made how to achieve a nuclear-weapon-free world. Ususally, such plans suggest individual measures -- the so-called incremental approach with steps such as entry into force of the Comprehensive Test Ban Treaty, conclusion of a Fissile Materials (Cutoff) Treaty, further US-Russian reductions of strategic nuclear weapons, no-first-use doctrines, lowering of the alert status of nuclear arsenals, etc. -- as steps towards nuclear abolition.

A different approach has been taken in the Model Nuclear Weapons Convention, which was drafted by three international non-governmental organizations (IALANA, INESAP, and IPPNW) in 1997 and updated in 2007. The model treaty suggests an incremental-comprehensive framework that outlines a framework of measures that would be implemented in five phases over fifteen years. The Model Nuclear Weapons Convention has been introduced to the UN by Costa Rica and Malaysia (A/62/650) and was referred to by the UN General-Secretary when he suggested that as a measure leading to nuclear disarmament states "could consider negotiating a nuclear-weapons convention, backed by a strong system of verification, as has long been proposed at the United Nations" (Ban Ki-moon, October 24, 2008).

In her talk, Regina Hagen will introduce the main provisions of the Model Nuclear Weapons Convention and describe the advantages of such an approach as compared to the current nuclear non-proliferation and disarmament regime.

5. Profile of Ms. Regina Hagen
From 2001 to mid-2009, Regina Hagen was Coordinator of the International Network of Engineers and Scientists Against Proliferation (INESAP), which is part of the activities of the Interdisciplinary Research Group Science, Technology and Security (IANUS) at Darmstadt University of Technology. In this capacity she was also co-editor of the INESAP Information Bulletin.

Regina is still active for IANUS and INESAP as Disarmement Consultant; among other activitites, she organizes a delegation of more than 30 German and international students to attend the Non-Proliferation Treaty Review Conference in New York in May 2010 and simulate negotiations on a Nuclear Weapons Convention in parallel to the NPT conference.

Regina has been a mentor for the European youth network BANg (Ban All Nukes generation) since its foundation, and is currently a consultant for the IPPNW student project Nuclear Weapons Inheritance Project to help the IPPNW students prepare for their participation in the 2010 NPT RevCon.

Regina is also a campaigner for the German network to abolition nuclear weapons (Trägerkreis "Atomwaffen abschaffen – bei uns anfangen!") and its project "unsere zukunft – atomwaffenfrei" (our future -- nuclear-weapon-free), which lobbies for withdrawal of US nuclear weapons from Germany as a step towards a nuclear-weapon-free world.

A specialist on issues related to nuclear disarmament, missile defense, and space weaponization, Regina has published widely and is the translator and co-editor of several books, including "Space Use and Ethics," "Security and Survival. The Case for a Nuclear Weapons Convention," and "Fast Track to Zero Nuclear Weapons." She is also on the Editorial Board of the German quarterly "Wissenschaft und Frieden" (Science and Peace).

Linking the scientific community with the grassroots peace movement, Ms. Hagen serves on the Board of the Global Network Against Weapons and Nuclear Power in Space, on the Global Council of Abolition 2000, and on the Civil Society Advisory Board of the Mayors for Peace.
