4. 講演の概要
OSCE(欧州安全保障協力機構）は、冷戦の終結に貢献し、その後、バンクーバーからウラジオストックに至るユーラシア大陸の安全保障共同体の創造に取り組んできた。OSCEは、共通・包括的安全保障という独自の安全保障観に基づき、安全保障共同体創造に取り組んでいる。OSCEの安全保障概念の特徴をその長所と弱点を中心に議論するとともに、今日のウクライナ情勢をふまえOSCEが直面する諸問題を明らかにする。
5. フィリップ・マクドナー氏の略歴
1952年アイルランド・ダブリン生まれ。オックスフォード大学バリオルカレッジで修士号(古典）取得。1975年アイルランド外務省入省。1979年より、在ジュネーブ国連アイルランド政府代表部勤務となった後、これまでに、ストックホルム会議政府代表団副団長、ダブリン広報官、在ブリュッセル欧州政策協力局書記官、欧州特派員などを経て、1994年からは、駐英ロンドン大使館にてアイルランド紛争の和平交渉に関わる。1999年にはインド大使、2004年にはバチカン市国大使、2007年にはフィンランド大使、2009年にはロシア連邦大使を務め、2013年より現職。アイルランド外交のみならず、欧州を拠点とした対外政策、特に信頼醸成・安全保障政策に努める。

OSCE and Human Security in Europe

4. Abstract of the forum
The OSCE contributed to the end of the Cold War, and thereafter has been working on building a security community from Vancouver to Vladivostok. The OSCE's unique approach to security building is based on the original concept of common and comprehensive security. The merits and demerits of this security concept, and also the problems that the OSCE faces today will be discussed.
5. Profile of Ambassador Philip McDonagh
Born in Dublin, Ireland in 1952. Philip McDonagh received MA in Classics from Balliol College, Oxford and entered the Department of Foreign Affairs, Ireland in 1975. After joining Permanent Mission to the UN in Geneva in 1979, he served as a Deputy Head of Delegation at the Stockholm Conference, a Press Officer at the Department of Foreign Affairs, Dublin, a Secretariat to the European Political Cooperation, Brussels, and a European Correspondent at the Department of Foreign Affairs. In 1994, working on the Northern Ireland peace process, he took his post as a Deputy Head of Mission at Embassy London. He became the Ambassador to India in 1999, at the Holy See in 2004, to Finland in 2007, to the Russian Federation in 2009 and then to the OSCE in Vienna in 2013. He has been playing a leading role in Ireland Foreign Affairs as well as European External Action Service, and especially working in confidence-building and human security in Europe.
